Really, you can think of it less as paying for someone else's wheelchair, and more that you are paying to ensure easy access for when you need a wheelchair, which many of us will due to age, injury, or illness at some point in our lives, and at a lower cost via allicating the expenseamong a wider pool of people. It's the same principle as private insurance, really.
